ISPM 15 heat-treatment certificates are held at batch level — one certificate covers every pallet in the batch — while dispatch blocks are enforced down to the individual pallet ID. When a batch cert expires the system auto-blocks all of its pallet IDs; releasing them requires L2 approval with a logged approver.
